摘要
美国政府通过一系列的人才政策来集聚科技人才,包括制定与时俱进的移民政策、签证政策,完善高等教育、科研人力资源政策,提供优厚待遇、营造良好人文环境等。论文在回顾美国科技人才集聚政策的基础上,与中国进行比较,得到若干启示。
The United States is of the capability to attract scientific and technological talent from all over the world because of its effective polices. To at- tract foreign talent and cultivate native talent effectively, U.S. Federal Government takes several policies including improve policies of immigration, provisional visa, higher education and scientific talent. In addition, it offers well -paid position and cultural environment. By reviewing these policies and comparing these with China, some enlightenment was offered.
