基于产业创新链的产业共性技术识别基本理论探讨

Theoretical Discussion on Industrial Common Technology Identification Based on Industrial Innovation Chain

在使用定量的分析方法识别产业共性技术时,以往的识别方法都是以专利数据为分析载体,未将论文、专利及标准等科研活动成果产出都纳为分析对象。针对这一现状,提出基于产业创新链的产业共性技术识别概念框架。从产业创新链的视角,围绕产业共性技术的3个基本特性,将科学研究和生产应用环节的科研产出论文、专利及标准与产业创新链的学、研、产、用环节相对应,进而为产业共性技术的识别提供方法参考。

When using the quantitative analysis method to identify industrial common technology, the previous identification methods mainly take patent data as analysis objects, and the scientific research products such as papers, patents and standards have not yet been comprehensively considered. In view of this situation, this paper proposes the conceptual framework of industrial common technology based on industrial innovation chain. From the perspective of industrial innovation chain and 3 basic characteris- tics of industrial common technology, the paper corresponds the research outputs of scientific research and production application including papers, patents and standards to university, research, industry and application of the industrial innovation chain for the purpose of providing reference to industrial common technology identification.
