民国时期的公文改革与行政效率

民国成立以来,公文改革的呼声与实践从未中断,其着眼点为提升行政效率。改革的方面主要有公文程式、公文机构(人员)、公文处理和公文信息,并呈现积极的效用。但因政局的不稳、强大政府功能的缺失和权威的缺乏,"文书政治"的痼疾始终不能消除,导致公文改革无法对行政效率的提升发挥更大的作用。

Since the establishment of the Republic of China, the voice and practice of the document reform had never been interrupted, and its focus was to improve the administrative efficiency. The main as- pects include the document forms and formulas, document organization （personnel）, document process and document information, showing positive effect. Because of the political instability, the lack of powerful func- tions of government and authority, document politics had not been eliminated, thus the reform of official documents couldn＇t play a greater role in the promotion of administrative efficiency.
