From Elements Input to Structure Optimization——Path Choice of Supply-Side Structural Reform about on Vocational Education

摘要 近年来,国家对职业教育的要素投入不断扩大,职业教育规模急剧扩大,办学条件明显改善。但是,不论从需求侧还是供给侧的分析都表明,职业教育吸引力依然不足,存在着"供需错位"问题,必须从供给侧角度进行改革。通过调整布局结构、完善校企合作激励机制、建立校际协作机制、提高学校和专业设置门槛等措施,优化职业教育结构,改进供给方式,增强职业教育发展动力,提升职业教育服务"大众创业、万众创新"的能力。 In recent years, Chinese government provides substantial increase in the investment on elements of vocational education, leading to a sharp expanding on scale and better facilities for running schools. Nevertheless, analysis from demand-side or supply-side shows that vocational education still lacks sufficient appeal and there are misplacements between demand and supply. This paper proposes that a reform is necessary from the point of supply-side and that measures be taken to optimize the structure of vocational education to improve supply pattern, to strengthen its driving force for development and to increase the ability of vocational education and so as to promote "Mass entrepreneurship and innovation". These measures include adjusting the layout of schools, perfecting motivate mechanism cooperation between schools and corporations, building up cooperative mechanism among vocational schools, and raising threshold for setup of schools and majors.
