制度权威是指制度的规则、规范等客体性要素,"嵌入"到主体的心理结构中,从而实现人们对制度的服从。制度权威的逻辑包括合法性、认同和权力强制三个方面,其中合法性是起点,认同是关键,权力强制是保障,三者构成完整的逻辑链条。现代政治是权利政治,制度的功能是分配社会资源、调节权利义务关系和承载价值规范,这决定了合法性是制度权威建构的逻辑起点。认同是指人们对于制度的规则和规范性要素,形成心理认同感和价值归属感,它是制度权威建构的关键。逻辑由认同走向权力强制,是由制度演化的内在规定性决定的,制度由内在制度向外在制度过渡的历史进程,也是认同逐步弱化的过程,这就需要引入权力强制。
