传统职业教育现代转型中的问题分析与对策研究——基于财务管理视角

Problems and Countermeasures Analysis in the Modern Transformation of the Traditional Vocational Education——Based on the Perspective of Financial Management

2014年5月,国务院为深化体制机制改革,适应技术进步以及生产方式变革的需要,下发《关于加快发展现代职业教育的决定》,为激发职业教育办学活力,完善经费稳定投入机制,提出引导社会力量兴办职业教育、健全企业参与制度、鼓励多元主体组建职业教育集团等政策支持。传统职业教育向现代转型,面对形成的多元主体,首先应树立现代经费管理理念,把握多元化经费来源和管理的关键节点;其次要引入企业经费绩效评价标准,对经费的使用和管理进行多维度、多角度、全方位的考核。

In order to deepen the reform of system and mechanism, adapt to the need of technological progress and change the mode of production, the State Council issued ＂on the decision to speed up the development of modem vocational education ＂ in May 2014, in order to stimulate the vigor of vocational education, sound and stable financial investment mechanism, guide social forces establish vocational education, improve the enterprise participation system, encourage diversity in the main form of vocational education group and other policy support. The modem transformation from traditional vocational education need face the formation of multi subject, first of all, we should establish modem funds management concept, grasp the management key nodes and diversified funding sources; secondly, introduce the performance evaluation standards of enterprises, use and management of funds is need to be all-round assessed by multi-dimensional, multi angle.
