国外老年人整合照料实践及启示

The Enlightenment of the Practice of the Integrated Care for the Elderly in Foreign Countries

老年人整合照料服务是在全球人口老龄化的背景下逐渐兴起的。国外老年人整合照料体系在服务理念、组织机制、服务内容、专业团队、筹资渠道等多方面实现了整合。我国医养结合存在管理机制不健全、"医""养"互动欠缺、政策碎片化、老年人购买力低等问题。医养结合应当成为医疗服务与养老服务的过渡性、弥合性、桥梁性服务方式。我国应在整合照料理念下,明确医养结合的定位,发挥政府主导作用,构建垂直、横向"两个维度",组织建设、专业团队、多向转介、筹资渠道"四种机制"相结合的医养结合整合服务体系。

The integrated care for the elderly was emerged in the background of the world＇s population aging. The health and care service for the elderly in foreign countries have been integrated on service concept, organization mechanism, service content, professional team, financing channels, and so on. The management mechanism of Chinese medical care is not smooth, lack of interaction, fragmentation of the policy, the low purchasing power of the elderly. The combination of health and care service should be a bridging method for medical and care service. China should be under the concept of integrated care, explicit the position of the combination of medical and care services, play the leading role of government, and build an integrated service system of ＂two dimensions, four mechanisms＂.
