图书馆法人治理结构中的公共关系构建

The structure of public relations in library corporate governance

公共图书馆建立法人治理结构包括外部治理结构和内部治理结构两方面,其中由政府、社会(服务对象)、自律组织(行业协会)与图书馆之间形成的相互协调与相互制衡关系,构成了外部治理结构,也就是图书馆法人治理结构中的外部公共关系。构建法人治理结构的核心问题归根到底是要处理好公共图书馆法人与政府的关系问题,以及图书馆理事会与外部相关方的关系问题。

Corporate governance structure in public library consists of two parts, one is the outer, the other is the inner. The outer governance structure refers to the interacting and coordinating relationships between the library and the government, society（target group） , self-regulating organizations （ professional associations, etc） . In the final analysis, the core issue comes to correctly handling and maintaining the good relationships among library, government, library board and all units concerned.
