全面深化体育改革的哲学审视、理念创新与策略选择

Philosophical Examination,Idea Innovation and Strategy Selection in the Process of the Deepening the Reform of Sports in An All-round Way

全面深化体育改革,必须坚持正确方向,这就需要以辩证的哲学思维、全新的发展理念、实事求是的问题意识,勾画未来体育事业发展的路线图。论文从哲学的视角分析了体育改革的属性:(1)运用量变质变规律把握事物发展渐进性和飞跃性的总体趋势,不失时机地促进体育发展的质变;(2)用以人为本的社会实践观,从唯物史的角度把握体育改革的本质与逻辑;(3)从方法论的视角认识体育改革的特征,注重改革的系统性、整体性和协同性。论文从理念创新的视角,阐释了全面深化体育改革的新特征,即由管理到治理的创新发展观、以人民群众为主体的共享发展观、体育事业与体育产业双轮驱动的协调发展观。论文从实践层面对全面深化体育改革的策略进行了探寻:一是以社会主义核心价值观凝聚改革共识,二是以战略性思维谋划体育改革的全局,三是从"供给侧"探索体育改革的支点和杠杆。

Comprehensively deepening reform demands us draw the outline of sports undertaking with dialectical and physiological thinking,new development idea and pragmatic problem awareness in the correct direction. Attribute of Sports reform was analyzed from the view of philosophy. Rule of quantitative to qualitative change was applied to grasp the graduality and leaps to promote sports qualitative development. People-oriented concept of social practice should be applied to grasp the nature and logic of sports reform from the view of historical materialism. We should know the characteristics of sports reform from the view of methodology and emphasize Systematicness,integration and collaboration of reform. New characteristics of innovative development from management to governance,shared development for the majority of Chinese people,coordinative development of two-wheel drive of sport undertaking and sport industry were compounded. Sports reform stragtegies were explored from the view of practice. Firstly,the core values of Chinese socialism gains cohesion of reform consensus. Secondly,we should consider the overall situation of sports reform with strategical idea. Thirdly,fulcrum and lever of sports reform were explored from the supply side.
