关于《体育发展“十三五”规划》的若干探讨 被引量:98

摘要 主要运用文献资料、专家访谈、逻辑分析等方法,对《体育发展"十三五"规划》(以下简称《规划》)与国家政策的关系、《规划》制定的意义、《规划》制定的亮点与目标以及《规划》制定存在的不足进行深入分析和探讨。研究发现:《规划》与国家方针政策不谋而合,多领域将迎来改革"盛宴",为体育"十三五"发展规划宏伟蓝图;转变竞技体育发展方式和加强体育文化建设是《规划》制定的亮点和目标。同时,《规划》的制定也存在一些不足,如《规划》中提及体育人口总数及体育人口比例前后不一致以及《规划》中未曾提及学校体育等内容。建议:第一,更正《规划》中体育人口比例,经过科学推算且以国家统计局公布的人口总数为准,截至到2014年底我国经常参加体育锻炼的人数比例为30%左右,而非《规划》中提到的33.9%;第二,增加《规划》中学校体育相关内容和要求,今后"十三五"时期要大力发展学校体育,推进学校体育改革,促进学生身心全面健康发展。 The paper focuses on the relationship between Sports Development Plan during 13^ th Five Year( hereinafter referred to as the" Plan") and national policy,significance,highlights,targets and drawbacks of the Plan through documents,reviewing and logical analysis. Research shows that the"Plan"coincides with the national policy; many fields are coming with reform and planning blueprint for sports development during 13 ^th Five Year. Transformation of the mode of competitive sports development and strengthening the construction of sports culture are the highlights and targets of the Plan. Meanwhile,there are some drawbacks,such as the difference between the sports population and the population proportion and the deficiency of school sports. Advice: correct the sports population by data from the state statistics bureau. As of the end of 2014 the proportion of Chinese people taking part in physical exercise is about 30% rather than 33. 9%; add contents and requirements related to school sports and develop the school sports,promote the reform of school physical education,promote the comprehensive and development of the students' physical and psychological health during 13 ^th Five Year.
