The over-riding strategy of Kuala Lumpur planning in recent decades has been the development of a “Multimedia Super Corridor”linking the historic federal capital of Kuala Lumpur with (1) a new administrative national capital of Putrajaya, (2) a high-tech industrial center termed Cyberjaya and (3) a new Kuala Lumpur International Airport. An effect of this planning has been to heighten the racial divide in Malaysian society, also to isolate the government and its administration from civil society; a ‘second-order’ effect has been effectively to hand the historic city and its institutions to the minority, innovative and entrepreneurial Chinese and Indian ethnic communities, also to groups that the government would consider dissident and ‘suspect’.
