基于DEA模型的创新创业政策绩效评价研究——以天津市企业孵化器为分析对象

Performance Appraisal and Research on Policy of Innovation and Entrepreneurship Based on the DEA Model——Take Tianjin Business Incubators as the Analysis Objects

创新创业政策是激发企业孵化器创新活力的重要驱动力,而企业孵化器创新效率是影响初创企业能否长期发展的关键因素。现有研究还停留在探索阶段,缺乏对创新创业政策与企业孵化器创新效率关系的综合性研究。文章在对当前天津市创新创业政策的现状和问题分析的基础上,运用数据包络分析法(DEA模型)构建了创新创业政策绩效评价的理论模型,并以天津市25家企业孵化器为数据样本,实证分析了政策要素对企业孵化器创新效率的影响绩效,发现目前天津市创新创业政策对企业孵化器创新成果影响的总体效率不高、政策资源能量未被有效挖掘、政策资源投入仍存在浪费等现象,据此提出了改进企业孵化器相关创新创业政策的优化策略和建议。

Innovation and entrepreneurship policy is an important driving force to motivate business incubatorJ s innovationvitalityand the business incubatorJ s innovation efficiency is the key factor that influences the long-term development of startups.Now, the studies still rest on discovery phase and lake the comprehensive research on the relation between the innovationand entrepreneurship policy and the business incubatorJ s innovation efficiency. This paper based on the analysis of thepresent situation and problems of the current innovation and entrepreneurship policy in Tianjin, using DEA model to constructa theory model on appraisal of innovation and entrepreneurship policyJ s efficiency, taking 25 business incubators inTianjin as the data sample, analyzing the influence performance of policy factor on business incubatorJ s innovation efficiency, finds that the overall efficiency of the innovation and entrepreneurship policyJ s influence on business incubatorJ s innovationefficiency is not high at present, the energy of policy resource have not been effectively tapped yet and there existspolicy resources investment waste, and on the basis of all mentioned above, offers adjustment strategy and suggestions aboutthe improvement of innovation and entrepreneurship policy concerning business incubator.
