论科层制管理架构下高校学生会组织的改革与创新

On the Reforms and Innovation of College Student Union in the Bureaucracy Management Framework

当前我国高校学生会组织已形成了明显的科层式管理的特征,主要表现在:组织结构层级化、组织分工专门化、组织运行制度化。在高校学生会组织的实际运行中,科层式管理模式曝露出了阻碍工作效率、引发目标置换、催生官僚作风、压抑自主创新等诸多弊端。高校学生会组织要走出科层式管理的困境,充分发挥其组织功能,就必须精简组织机构,提高工作效率;明确组织目标,强化服务意识;推进民主建设,提供参与机会;弱化行政干预,促进自主创新。

Currently, College Student Union has formed clear characteristics of bureaucracy management including stratification, professionalization and systematization in the organization structure. In the actual operation, many drawbacks are showed in the bureaucracy management such as hindering the efficiency, leading target replacement, creating bureaucracy, restricting innovation etc. To get rid of the dilemma of bureaucracy management, we should simplify the organization to improve work efficiency, clear organizational goals to enhance service awareness, promote democratization process to provide opportunities for participation, and weaken administrative intervention to promote independent innovation.
