基层场域的变迁给农村基层治理带来诸多挑战。随着农村社会的分化,政府单一主体难以应对社会治理的秩序诉求,市场经济的变革改变了政府的行动逻辑也使得传统管控模式失去依托,弱化了政治嵌入的基础。农民与政府之间的联系弱化,民众的诉求无法通过正式或非正式的组织向政府部门传达。政府既要革新行为方式也要创新与基层的互动模式,要通过向服务型政府转变,提高民众对政府的认同,让民众通过组织化方式表达合理诉求;要以法治为基础,在政府引导下,培育社会组织、农民个体共同参与社会治理。

The changes of the primary field have brought challenges to the rural grass-roots governance.With the differentiation of the rural society, the single subject to deal with the order claims of socialgovernance, market economic reform has changed the government＇s action logic, also makes the traditionalcontrol mode lose the basis. The link between the farmers and the government is weakening, and thedemands of the public can not be conveyed to the government through formal or informal organizations.The government should innovate the mode of behavior as well as create the interactive mode with grassroots,transform to the service-oriented government to improve public recognition of the government, so thatpeople can express a reasonable appeal through the organization. Based on the rule of law, under theguidance of the government, social organizations and individual farmers are involved in social governance.
