摘要
作为政府履行社会管理职能的第一窗口,基层公务员的行政道德水平虽然有了明显提升,但在一定程度上却仍然存在懒政怠政、腐败与奢靡、弄虚作假、服务意识淡薄等行政道德困境。文章通过实例引证基层公务员的行政道德缺失,并对形成原因进行了简要的研究和分析,提出需要通过完善考录制度,把好入门关;建立突出思想引领,价值引导的行政道德教育;创新以激励制度和用人导向为核心的组织文化建设;建立多主体共同参与的监督体系,积极促成行政道德制度化、法制化,多管齐下形成合力推进基层公务员的行政道德建设,以此打造出一支高素质的行政公务员队伍,进一步提升基层政府的公信力。
As the government to fulfill the social management function in the first window,the administrative and moral levelof the grass-roots civil servants has improved significantly,however,to a certain extent,there still exist some administrativemorality predicaments,such as,laziness,corruption and extravagance,fraud,weak service consciousness. Through the citedexamples of grass-roots civil servants lack of administrative ethics,and the analysis of the reasons,this paper puts forwardsome countermeasures,such as,the improvement of recruitment examination system;the establishment of prominent ideasleading;the innovation of cultural construction for incentive system and talents leading;the establishment of supervisionsystem that various main bodies participate in together so as to actively form administrative ethics institutionalization andlegalization,and advance the ethics construction in various ways to create a high- quality civil servant team,and furtherenhance the credibility of the local government.
