城乡居民医疗资源利用的时空差异与经济分析:基于江苏省的研究

Spatial-temporal Differences and Economic Analysis on Urban-Rural Residents' Medical Resources Utilization:Based on the Study of Jiangsu

目的:分析城乡居民医疗资源利用的差异并探讨经济因素对其的作用机理,为政府部门制定政策提供理论支持;方法:利用泰尔指数分析2006—2014年间江苏省城乡居民医疗资源利用的时空差异,通过构建医疗保健支出的经济分析模型分解影响城乡居民医疗保健支出变化的经济因素;结果:江苏省城乡居民医疗资源利用存在明显的时空差异,直观看这种差距在逐年缩小,但农村居民的实际医疗负担在增加;结论:建议通过发展农村地区经济、推进医疗资源配置均等化、提高公共财政转移支付及引入社会资本等手段来缩小城乡居民医疗资源的利用差距,实现医疗卫生体制改革的目标。

Objective： To analyze the differences of urban-rural residents＇ medical resource ultilization and explore the function mechanism of economic factors so as to provide theoretieal support for the policy making. Methods： Theil index was used to analyze the spatial-temporal differences on the urban-rural residents＇ medical resource utilization in Jiangsu from 2006-2014. The economic factors of urban-rural residents＇ health care expenditure were effected by constructing the economic analysis model decomposition of health care expenditure. Results： The results showed that there was a significant spatial-temporal difference on urban-rural residents＇ medical resource ultilization in Jiangsu. The gap was gradually narrowing intuitively, but the actual medical burden of rural residents increased. Conclusion： It suggested to develop the economics in rural areas, promote the equalization of medical resources, improve public financial transfer payments and introduce social capital so that to narrow the gap between urban and rural residents＇ medical resource utilization and achieve the goals of health reform.
