基于“精准”的脱贫攻坚宏观策略研究——以河北省古北岳集中连片特困区为例

Macro Strategy Studies to Shake off Poverty Based on “Precision”——An Example of the Ancient Beiyue Contiguous Poor Region in Hebei Province

中央提出的精准扶贫脱贫战略,是以全面建成小康社会为目标,对宏观大局进行谋划的战略性系统工程。全面有效,是精准扶贫的刚性标准。故不可将精准简单理解为精细,更不能将精准限定在微观领域、战术细节。河北省古北岳地区拥有丰富的生态文化旅游休闲等产业发展资源,由于缺乏完善的顶层设计、区域协同、城乡统筹、跨界合作等宏观发展策略而沦为太行山中部的集中连片特困区。要打赢像古北岳集中连片特困区的脱贫攻坚战,迫切需要建立以大资源、大产业、大平台、大协同、大创新为依托的宏观精准机制,做到微观和宏观、战术与战略等各方面的精准。

The Ancient Beiyue Contiguous Poor Region of Hebei Province has very rich ecological and cultural resources therefore with great potential to develop Its tourism and leisure industries. But now it fell into the middle contiguous poor area of the Taihang Mountains due to the lack of macro development strategies such as complete top- level design,cross- border cooperation,urban and rural Integrated development. The precision shaking off poverty proposed by the central authorities is a macro- strategic system engineering that needs to grasp the macro rules and design the overall situation for establishment of a comprehensive well- off society. The comprehensive effective is the rigid standards of the ＂Precision＂. ＂Precision＂can＇t be simply interpreted as a precise fine,nor limited in the micro area and in tactical details. In order to win the battle shaking off poverty,the Ancient Beiyue Contiguous Poverty Region of Hebei Province urgently needs to establish a huge macro precision mechanism in relying on its big resources,big industries,big platform,big co- operation,big innovation,as well as needs to achieve a comprehensive effective ＂precision＂in all respects.
