基于产业链创新的战略性新兴产业发展策略研究

Study on Strategy of Strategic Emerging Industry Development based on Industry Chain Innovation

产业链创新系统包括企业、高校、政府、科技中介及市场机制。在该系统中,各创新要素之间相互作用形成生产链创新、知识链创新、行政链创新三种创新模式和催化、涌现两种创新效应。基于产业链创新的模式和效应,结合目前中国战略性新兴产业缺乏核心技术突破、缺失标准战略、产业间相互支撑不足等现状,本文提出通过激活企业创新活力、建设研发平台、优化产业结构、改变政府角色、改革科技投入标准等措施,推进以产业链创新为核心的战略性新兴产业发展战略。

Industrial chain innovation system includes enterprises,universities,government,science and technology intermediaries and market mechanisms. Interaction between various innovative factors forms three kinds of innovation model of production chain innovation,knowledge chain innovation and administrative chain innovation,as well as two innovative effects of catalysis and emergence. Based on the three model and two effects,combined with Chinese strategic emerging industries＇ current status of lack of core technology breakthroughs,lack of standards strategy and lack of mutual support among industries,measures of activating innovation vigor,constructing RD platform,optimizing industrial structure,changing government roles,and reforming the science and technology investment standards are given to promote industrial chain innovation as the core of strategic emerging industry development strategy.
