摘要
探讨了新疆在事业单位养老保险制度改革方面的取得的成功和存在的不足之处,提出经济的跨跃式发展是做好新疆养老保障工作的根本保证。同时,针对现有事业单位人员建议以"新人新办法,老人老办法"的方针处理养老保险的改革过渡,不要人为地划分多个层次,增加管理成本。
This article studies the success and existing inadequacy of the reform of the pension insurance system of institutional organizations. The author points out that the reform should be guided by scientific development concept which is a comprehensive, harmonious,and sustainable one so as to promote the economic growth. The fundamental guarantee to improve the pension security system is the great leap-forward economic growth. At the same time, as for the proposal "with the principle of new approach for new employee, old approach for old employee to achieve the transit of pension insurance reform" , it is best not to divide artificially the employees with the standard "old, medium and new" to increase the administrative cost.
