西方国家关于资源公平分配的讨论常见有平等主义、优先主义和充足主义三种理论,它们深刻影响着西方国家卫生资源福利分配政策、卫生资源重点投向、医疗保险等宏观体制设计。人们已经意识到卫生资源消耗少、覆盖人群广、卫生福利水平高是不相容的期待,我国如何平衡取舍这些目标,应当借助三种理论展开评价思考。

Equality, prioritarianism and sufficientarianism are the three common theories on fair resource allocation that affects the macro system strategy such as the western welfare policy, health priority setting and medical insurance. As the low resource, wide coverage and high level of welfare are the incompatible goals, the three theories may provide a way for China＇ s priority setting and evaluation on health.
