By interpreting the connotation of ULME, the article discusses its purpose and characteristics, probes the transformation of the paradigm and its technical basis, and finally carries out the reflection and prospect. Monitoring evaluation can be directly presented in the state of university library, and the abstract scale of ULME mainly includes time scale, spatial scale and value scale. It is a data-driven evaluation based on modern information technology, the purpose is to provide a basis for scientific judgment and decision-making for multiple subjects, and promote the continuous improvement of library services.
