供给侧结构性改革背景下完善我国棉花进口政策的研究

Research on Improving Cotton Import Policy in China under the Background of Supply Side Structural Reform

自加入世贸组织后,我国棉花进口实行关税配额政策,进口市场大起大落,棉花产业竞争力下滑,面临库存高企、成本过高、结构短板的三座大山。通过分析棉花进口政策的演变,分析行业的发展走势,找出棉花行业供给侧结构性改革中存在的重点和难点,并提出建议。

Since joining the WTO,China＇s cotton import has been under tariff quota. Big fluctuations in import market,declined competitive power of cotton industry,excessive stock,high cost and incomplete development have become the main barriers. This thesis starts with the evolution of cotton import policies and then analyzes the growing trend of this industry. After finding out the key points and difficulties in structural reform of cotton supply side,some suggestions are raised in the end.
