摘要
印度公务员参加的"中央政府健康计划"医保(CGHS),对于稳定公务员队伍有较大成效,但是还存在一些弊端,目前改革已经提上日程。本文从制度概况、管理特点、项目管理经验等方面,对CGHS计划进行论述。结论指出,印度医疗保障制度走过了一条路径依赖制度变迁道路,建立统一涵盖全国各类人群的医保体制,需要印度政府对CGHS计划与ESIS计划率先进行合并,印度经验对中国有一定借鉴意义。
After sixty years of financial supports to the Indian Central Government servants with reliable medical cares,the Central Government Health Scheme is now experiencing to be reformed with the fast changing Indian political and economic and social system.This author studies the CGHS system to remark its Path-Dependent Institutional Changes characteristics,and concludes that to develop a target model of uniformed national health system,India must annex all the current fragmented health systems into a single medical care system taking CGHS and ESIS to combine as an experiment,and to make a domestic social consensus,and to continue pushing economic advancement.
