It is an important responsibility for colleges and universities to improve talent training quality and solve the structural unemployment by carrying out innovation and entrepreneurship education. To ensure the effec- tiveness of process management in innovation and entrepreneurship education in colleges and universities is the key to fulfilling the educational objectives. The total quality control principle and PDCA circulation technology based on the theory of process management are effective ways to solve the problems such as the deficiency of management precondition, dislocation of management main body, and the incontrollable management process.
