财政、金融与产业政策的协调配合研究——基于推进供给侧结构性改革的视角

Study on the Coordination and Cooperation of Fiscal,Financial,and Industrial Policies:Based on the Perspective of Promoting the Supply-Side Structural Reform

加快推进供给侧结构性改革,急需财政、金融与产业政策协调配合形成合力。现阶段,加强三大政策的协调配合应将推进供给体系的结构调整与提质增效作为根本目标,要满足经济新常态下主要约束的现实要求,并充分发挥市场在资源配置中的决定性作用。在加强三大政策协调配合时,宏观经济总量政策需为供给结构优化调整创造稳定的宏观环境,并尽可能将促进总量平衡与促进供给结构优化调整相结合;宏观经济政策在与产业政策协调时,应更多采取财政政策、金融发展政策而不是货币政策来推动结构性调整与升级;产业政策则应提高政策的连续性与稳定性,尽可能减少对宏观经济稳定带来的不利影响。加强三大政策的协调配合,进而加快供给侧结构性改革,还需要财政政策、金融政策、产业政策自身的优化调整,并建立多层次的三大政策协调组织机制。

In order to accelerate the supply-side structural reform,there is an urgent need for the coordination and cooperation of fiscal,financial and industrial policies to create a joint force. At present stage,to reinforce the coordination and cooperation of three policies,with the fundamental goal of promoting the structural adjustments and enhancing the quality and efficiency in the supply system,the reality demand of main restraints under the present China's new normal should be satisfied,and the decisive role of the market on resource allocation should be brought into full play. In the process of strengthening the coordination and cooperation of three policies,the macroeconomic policy should create a stable macro environment for the adjustment and optimization of supply structure,which needs to be combined with the promotion of aggregate balance as much as possible; when macroeconomic policy is coordinating with industrial policy,in order to promote structural adjustment and upgrading,more fiscal policies and financial development policies instead of monetary policies should be used; the industrial policy should improve its continuity and stability,reducing unfavorable impacts on the stability of macroeconomic as much as possible. Furthermore,for the purpose of reinforcing the coordination of three policies and then accelerating the supply-side structural reform,the fiscal,financial and industrial policies themselves should be adjusted and optimized,and a multilevel coordination mechanism for the three policies needs to be established.
