基于国土资源“一张图”数据库的福建省建设用地报件市县自检信息系统建设

The Self-Checking Information System of Construction Land Case of Fujian Province with City and County Approval Based on “One Map” Database of Nation's Land

福建省基于国土资源"一张图"数据库中土地利用现状、土地利用规划等成果,设立了21项自检规则,将用地报批中规划管制、节约集约用地、征地补偿等要求细化、量化、前置,实现了建设用地地块的上图入库和各类信息的关联印证。建设用地审查由原有的目测识别到机器验证转变,由经验性判断到规则库、知识库的决策支撑转变,进一步规范了用地审批行为,强化了用地监管。

The Fujian Province established 21 self-checking rules based on the resuhs of Land Use Status and Land Use Planning of ＂one map＂ Core Database. The requirements of Planning Control, Intensive Land Use and Land Expropriation Compensation are detailed, quantitative and fronted in this paper. The Construction land plot storage and all kinds of information related are achieved. The transition of construction Land case review from the original visual identification to computer validation, from experience judgment to knowledge base decisions are completed. These will standard the land use approval, and strengthen the land use regulatory.
