摘要
实行政府主导下的旅游发展模式,这是我国三十多年来旅游快速发展的重要经验。但面对大旅游的发展新要求,目前的旅游管理体制也越来越暴露出各种体制性的负面影响,引发了一些地方省市的改革探索。本文基于上海、桂林、杭州、北京和江西等省市旅游委改革经验模式的回顾,比较分析了粤北韶关市某区旅游委的具体改革案例,总结了各地旅游委改革的三种路径选择。认为旅游委的改革,需要深入理解当今旅游治理的转向,根据本地实际,选择合适的制度安排,推进本地区大旅游的发展。
It is an important experience of rapid development that is under the guidance of the government for Chinese tourism in last over 30 years. But facing with the new Grand Tourism’s coming, more and more local governments have been starting the reform procedure of tourism management system in order to eliminate those various negative institutional effects of the current tourism management system. Based on the review on Tourism Commission’s reform procedures which have been proceeding in Shanghai, Guilin, Hangzhou, Beijing and Jiangxi provinces,and also a comparative analysis of the specific reform case proceeding in Shaoguan City, three experience paths of the Tourism Commission’s reform are summed up in this essay. And the importance of an appropriate institutional arrangements for promoting the development of the regional tourism is also discussed according to the actual local conditions.
