Research on Beijing-Tianjin-Hebei Cooperative Development Based on Innovation-Driven Development Strategy

本文以国家的"协同创新发展"理念为理论基础,以京津冀地区为例,探讨了区域创新绩效的提升办法。京津冀协同发展问题由来已久,三地各自为政,"一亩三分地"思想极其浓厚。京津冀地区要实现协同发展最终达到一体化,必须借助国家的顶层设计,打破重重壁垒,建立统一开放的资源要素市场,让科技、人才在区域内自由流动,从而促进产业结构的升级。只有这样才能缩小三地经济发展不平衡之差距,从整体上提升该地区经济实力,使之成为中国经济新的增长极。

This paper discusses ways to enhance regional innovation performance, based on the idea of ＂collaborative innovation and development,＂ taken Beijing-Tianjin-Hebei as an example. Beijing-Tianjin-Hebei Cooperative Development is a long-standing problem, and the thought of ＂third acre of land＂ is extremely strong. In order to achieve coordinated development and ultimately achieve integration, Beijing-Tianjin-Hebei requires the help of the national top-level design to break up barriers, and establish an open market to make resource elements flow,such as science and technology. Thus, the industrial structure of Beijing-Tianjin-Hebei can be upgraded. The only way to bridge the gap between the three places is to enhance the economic strength of the region as a whole, and to make it become a new economic growth pole of China.
