摘要 环境影响评价中饮用水水源保护区是重要的环境敏感保护目标。为确保城乡居民饮水安全,我国先后颁布了《中华人民共和国水污染防治法》及其实施细则等若干相关规定,对饮用水水源有着严格的保护要求。小型水电开发项目属于生态影响型项目,污染相对较小。在整理总结饮用水水源保护区相关法律法规和环境管理要求的基础上,以贵州某水电站为例,探讨在饮用水水源准保护区内建设小型水电开发项目的环境影响评价要点和需要注意的问题。 Drinking water source protection areas is an important environmental sensitive protection target in environmental impact assessment.In order to ensure the safety of drinking water for urban and rural residents,China has promulgated the Law of the People's Republic of China on Prevention and Control of Water Pollution and its implementation rules and other relevant provisions,it has strict protection requirements on the drinking water sources.Small hydropower development projects belong to ecological impact type projects,with little pollution.This paper collects and summarizes the relevant laws and regulations and environmental management requirements to the drinking water source protection areas,and discuss by taking a hydropower station in Guizhou as an example,the key points and problems to be paid attention in environmental impact assessment for building small hydropower development projects in drinking water source quasi protection areas.
