水利水电工程建设征地移民多途径生产安置探讨

摘要 从建国初期至今,我国水利水电工程建设移民设计工作从无到有,发展经历了60余年。这期间,不仅颁布了多项与之相关的法律、法规,还配套完善了相应的条例和规范。随着社会经济的飞速发展,移民设计工作有了重大调整和创新。结合日前社会经济发展形势,分析和探讨了近年来移民安置设计工作中的新方式、新思路以及新方法,总结了各安置方式的优缺点和经验教训。 Heishanxia reach of the Yellow River is situated at the border between Gansu Province and Ningxia Hui Autonomous Region with length of 71 km,it is the last reach on which dam and reservoir can be built.It has important strategic position in harnessing the Yellow River.In regard of the development program of Heishanxia reach,there is debate on one-stage,two-stage or cascade development program,the basic reason is that this project is large in land acquisition,and there are many resettlement entrances.Under the premise of multi-mode resettlement,it studies the power generation benefits after Daliushu reservoir is built by utilizing the upstream cascade,and the resettlement measures of long-term compensation to residents by the way of inundation shareholder dividends,so as to ease the conflict of more people and less land in the project area,and serious shortage of resettlement capacity,and to create favorable conditions for early commencement of the project as soon as possible.
