Low Temperature Indicator Insurance for Tea Frost in Zhejiang Province

茶叶低温气象指数保险是一项采用天气指数对茶叶产业进行风险管控的政策性农业保险。文章就浙江省茶叶低温气象指数保险的特点和存在问题进行分析,提出科学布置气象监测点、及时准确地预报气象灾害,完善保险方案、避免逆向选择,全面开展宣传推广工作、提高茶农参保积极性,增加政策性投入、扩大保险覆盖面等建议。

The low temperature indicator insurance for tea frost is a policy-oriented agricultural insurance which uses weather index to control the risk of tea industry. This paper analyzed the characteristics and the existing problems of the low temperature indicator insurance for tea frost, meanwhile, several propositions were put forward,such as scientific arrangement of meteorological monitoring to timely and accurately forecast meteorological disasters,improving insurance scheme to avoid adverse selection, launching publicity and promotional events to incent farmers,working out a policy mechanism of financial input for policy-oriented agricultural insurance and expanding insurance coverage of recommendations.
