上海市浦东新区2012～2015年中西医结合公共卫生服务模式应用的实践与思考

Practice and thoughts of integrative public health service mode with traditional Chinese and western medicine in Pudong new area 2012-2015

从2012年至今,浦东新区基于中西医结合公共卫生服务模式开展中医药预防保健工作3年余,总计服务全区170余万人次,取得了显著成效。本文从组织构架、制定文件、明确职责、人才培养、落实保障、科学研究、成效评估等方面,对浦东新区中西医结合公共卫生服务模式的具体做法做介绍,并应用此模式开展服务项目、培训项目、健康档案等。区域性中西医结合公共卫生服务模式及"非中医类别执业医师中医预防保健服务规范化培训"模式是中医预防保健开展的关键,为经费匹配机制和验证机制提供了重要的保障。

Since 2012 traditional Chinese medicine prevention and health care has carried out with serving the region′s170 million people based on integrative public health service mode with traditional Chinese and western medicine in Pudong new area.This paper introduced integrative public health sevice mode with traditional Chinese and western medicine in Pudong new area in the aspect of the organizational structure,documents making responsibilities clearness,talents cultivation,the implementation of protection,scientific research and effect evaluation,and apply this model to carrying out the services project,training programs,health records.Regional integrative public health sevice mode with traditional Chinese and western medicine and the mode of traditional Chinese medicine preventive health service standardization training for non Chinese medicine practitioners is the key to carry out traditional Chinese medicine prevention and health care,funds matching mechanism and authentication mechanism provides an important guarantee.
