摘要
上海作为人多地少、资源匮乏、产业密集、环境容量十分有限的超大型国际化城市,经济社会发展对土地资源的刚性需求与土地资源紧缺的矛盾将长期存在。通过规划引领、存量转型、降低税费、优化出让方式、健全土地储备、建设标准厂房等举措,上海可在土地领域逐步探索出盘活低效存量工业用地的新途径,成为供给侧结构性改革在土地要素上的重要实践。
Shanghai as a large international city,has many people but little land,lack of resources,has intensive industries and environmental capacity is limited,which leads to the long-term contradiction between the rigid demand of land and land resources.By planning guidance,stock transformation,reducing taxes and fees,optimizing transfer mode,promoting land reserve,standard factory and establishing normative factory etc.,Shanghai can gradually explore new paths to utilizing the stock of industrial land,and become an important practice on land elements in supply-side structural reform.
