业务综合性电子政务系统及其解决方案研究

SOLUTIONS FOR INTEGRATED E-GOVERNMENT SYSTEM

传统电子政务网站由于可操作性差、沟通不及时等原因,不能完全实现动态审核、多单位协同办理等功能,导致电子政务在全方位增强办事效率的作用无法进一步体现.本文综合分析当前传统电子政务的现状和发展方向,提出了业务综合性电子政务系统解决方案,此类系统面向公众,又与协调政府部门和企业有着密切的关系.首先讨论了当前传统电子政务系统的分类方法,然后以我们实现的12315电子政务系统的组成和架构为例,详细归纳了其业务综合性特点.根据这些特点,设计并实现了一类业务综合性的电子政务系统,包括行政人员、服务人员、普通群众、联动用户、企业用户等各类用户都可以通过此门户系统开展相应的业务活动,提供了极大的便利.

According to the development and direction of E-Government, a kind of integrated E-Government system and its solutions are expounded. Such system is for the public, and also has a close relationship in the coordination of government departments and enterprises. First the current classification of traditional E-Government system is discussed, then the composition and structure of 12315 E-government system is described and its business integrated features is summarized in detail. After summarizing these characteristics, we designed and implemented a kind of integrated E-Government system, people including administrative staff, service personnel, the general public, user interaction, business users, and other users can carry out the appropriate business activities through this system with a great convenience.
