在大中型水利水电工程建设过程中,移民安置是重点工作之一,是制约电站建设成败的关键因素之一。移民安置工作量大、涉及面广、协调难度大,移民安置工程总的特点是项目众多,类型复杂,建设规模、标准、程序等都需要建设各方加强协调,整个工程与许多单位之间存在着错综复杂的关系,因此也相应地给移民安置工程的总承包建设增添了难度。水利水电项目移民安置工程与百姓的实际利益息息相关,必须制定科学合理的管理制度,才能保证移民安置工程总承包项目建设顺利开展。本文对水利水电项目移民安置工程总承包建设策略进行简明论述。

Resettlement is one of the key works in the process of large and medium-sized water resources and hydropower project construction. Resettlement is characterized by heavy workload,many involved aspects and high coordination difficulty. Resettlement work has general characteristics of many sub-items and complicated types. Construction scale,standard,procedure and other aspects should be coordinated by all parties of construction. The whole project has complicated relationships with many units. Therefore,more difficulties are added for general contracting construction of resettlement work correspondingly. Resettlement work of water resources and hydropower projects is tightly related to actual interests of the public,therefore scientific and rational management system must be formulated to ensure the smooth progress of resettlement general contracting work construction in resettlement project. In the paper,resettlement work general contracting construction strategies in water resources and hydropower projects are discussed in detail.
