社区代管小区物业治理模式分析——以绍兴市为例

摘要 绍兴市试点社区代管小区物业实践中存在一些问题,主要是:与专业物业公司提供的服务有一定差距;管理人员业务素质不专业;小区改造难度大;业主参与度低;社区管理工作重心偏移。多元共治是解决问题的根本之道:转变社区职能,定位好社区的角色;创建"社区——物业公司——业主委员会——业主"四位一体的管理模式;促进业主委员会发育;提升小区居民参与度;完善物业管理法制度。 There are some problems existing in the practice of residential property managed by the communities in Shaoxing city. The mains problems are as follows: There is a gap in the service offered compared with that provided by professional property management companies; management personnel are not professional enough; it is difficult in the transformation of residential areas; there is little participation on the part of proprietors; the focus of community management is deviated. The paper offers the multi-governance to solve the problem,i. e. changing the functions of the community and positioning the role of the community,creating a management mode combining"the community,property management companies,and the committee of the proprietors",promoting the development of the committee of the proprietors,making the residents more engaged in the management and perfecting the real property management system.
