常州养老服务管理与运行机制研究

Research on Management of Eldercare Services and Its Operating Mechanism

随着人口老龄化的加剧,养老成为社会关注的重要话题。从调查结果看,老年人在居家养老、医养结合、社会养老和自我实现等方面有着较高的需求。然而目前的养老服务业在宏观管理、养老理念、专业人才、市场培育等方面还存在不足。常州市应立足自身优势,加大政策支持和引导力度,逐步形成政府宏观管理、民间资本注入、立足社区,医养结合的养老格局,不断优化养老服务管理体制和运行机制。

With the aggravation of population aging, eldercare has increasingly become one of the key pub- lic concerns. There presents high demand on home-based care system, nursing homes, the combining of health facilities and old-age care institutions, self-fulfillment of the elderly, according to the research re- sult. However we saw some obvious shortcomings in terms of policies, concepts, shortage of profession- als, market fostering of the eldercare. The government should make use of its special advantages, strengthen policy guidance support. In the meanwhile, it is urgent to gradually develop the government＇s macro-management, private capital investment, community-based eldercare, etc, and optimize manage- ment systems and operating mechanism of eldercare services.
