关于构建耕地保护补偿机制的思考

Some Reflections on Construction of Compensation Mechanism of Cultivated Land Preservation

在强调保护农民权益的背景下,从统筹城乡发展、保障粮食安全出发,指出要摆脱耕地保护困境,必须引入耕地保护补偿机制,以体现耕地资源的准公共产品特征和正外部性,发挥地方政府和农民保护耕地的积极性,这也是国内外保护耕地的普遍趋势。为此,建议可探索建立以耕地资源价值为补偿基础,包括政府财政转移、农民现金补偿、农业补贴、工程补偿等多元补偿形式,突出农民权益的耕地保护补偿机制。

With the background of the emphasis on the protection of interests of the peasantry, this paper pointes out that a compensation mechanism should be introduced so as to fight the challenges in cultivated land preservation and harmonize development of urban and rural areas and ensure food security.As cultivated land resources are characterited as the quasi-public goods and externality, the compensation of cultivated land preservation is of great importance for encouragement of cultivated land preservation by the local government and the peasantry.This policy has been globely practised for the cultivated land preservation.This paper suggests that a compensation mechanism of cultivated land preservation may be established based on the value of cultivated land resources, which consists of government financial transfers,cash compensation of farmers,agricultural subsidies,and compensation of agricultural project.The interests of the peasantry should be highlighted.
