我国农村社会养老保险制度经历了两次变迁,第一次是传统农村社会养老制度,经历了萌芽、探索和曲折发展三个阶段,为新农保的出现积累了丰富的实践经验;第二次是新型农村社会养老保险制度,而且目前我国仍然在这方面不断总结教训,积极进行探索与创新。通过对两次制度变迁的总结与评述,了解我国农村社会养老保险的实际情况与政策实施效果,挖掘两次变迁的发展特点、存在的缺陷与需要完善的方面,为我国新农保的不断完善提供针对性建议。

China＇s rural social endowment insurance system has experienced two times of changes.The first is traditional rural social pension system, it experienced three stages：germination, exploration and tortuous development.The new rural social endowment insurance system appeared to accumulate rich practical experience from the traditional one;the second is the new rural social endowment insurance system, China is still working on the new rural social endowment insurance system by summing up experience, exploring and innovating. Through the summary and review of system changes two times, we could understand the actual situation of the rural social endowment insurance in China and the implementation effect of the policy.Ry excavating the characteristics of the development, defects and place to be improved of the two changes, we can put forward countermeasure for a better new rural social endowment insurance system.
