Study on Cultivation of innovative culture mechanism, to explore path of cultivating culture of innovation mechanism, innovation activity increased,and solve the system obstacle faced by the construction of Shenyang National Comprehensive Reform Experimental Zone,realize the comprehensive innovation in the test area.Through the comprehensive investigation of the status quo of Shenyang innovative culture mechanism, explore the mechanism of cultivating innovative culture.The conclusion of the study is to cultivate the innovation culture through the cooperation and mutual promotion between the rigid mechanism and the soft mechanism.
