摘要
在"公考热"背景下,高校开设的公共行政学或类公共行政学课程越来越多,但传统的纯公共行政理论课程教学过度强调意识形态,对具体的公共行政实践缺乏解释力,而"案例教学"多以反面个案为基础,且信息相对不完整,给高校学生带来了较多的负面效应。为此,应建立公共行政实务教学模式,即在公共行政传统的"理论教学"和"案例教学"模式基础上,运用政府过程理论,结合政府"日历"及具体项目运作实际拟定授课内容,让学生切身感受公共事务问题,并与一线公务人员共同理性思考公共管理的理论与实践。
Under the background of"civil service examination heat",more and more public administration curriculum have been opened in universities and colleges. However,problems including excessive emphasis on ideology,lack of explanation to public administrative practice,too much negative cases in "case teaching",relatively incomplete information still exist,which brings more negative effects to students. Therefore,countermeasures including establishing practice teaching mode based on"theory teaching"and "case teaching",using the theory of government process,combining with government "calendar"to draw up teaching content based on the specific government project,increasing students' personal experience of public affairs,and discussing the theory and practice of public management with government officials are put forward.
