医保总额控制背景下定点医院发展的SWOT分析

The SWOT analysis on the development of designated hospitals under the background of global budget

目的寻求医疗保险付费总额控制政策背景下定点医院的发展机遇。方法运用SWOT方法和深度访谈法分析。结果在总额控制的背景下,定点医院既有医保定点的优势,又有与总额控制政策不相适应的传统经营观念和诊疗理念等劣势;定点医院既有促进自身发展的机会,又面临医保总额超支等威胁。结论定点医院应当加强自身内涵建设,不断提高医疗服务水平,采取多种方式合理控制医疗保险费用,并调动医务人员控费的积极性,最终实现定点医院整体竞争力的提升。

Objective To seek the development opportunity of the designated hospital under the control policy of the global budget of medical insurance.Methods The SWOT and depth interview were used for analysis.Results Under the background of global budget,the designated hospitals have both the advantages of medical insurance fixed-point and the disadvantages of traditional management philosophy ideas which don＇t adapt to the global budget.Designated hospitals have both opportunity to promote the development of their own,and facing the threat of overruns on the global budget.Conclusion Designated hospitals should strengthen their connotation construction,constantly improve the level of medical services,apply various ways to control treatment of medical insurance reasonably,arouse the enthusiasm of medical staff who charge fees,and finally realize the ascension of competitiveness for designated hospitals.
