Whole process management of engineering cost has problems of relative splitting of cost data at all stages, unsmooth multi-department information communication, etc. The problems are prominent particularly in the huge-scale complex project. Con- sultants can solve the above problems through information-based construction by using consulting enterprise management system and other tools. Information-based system of consulting enterprises should integrate functions of office automation, project investment control system, enterprise database, etc. in order to meet cost whole-process management and use of huge-scale complex engineering cost. In the paper, actual projects are regarded as an example for introducing construction mode and application method of information-based system of consulting enterprises. Information-based construction can meet the demand of whole-process management of engineering cost.
