论当代中国底层社会治理体系的双重建构

On Dual-construction of the Bottom Social Governance System of Contemporary China

作为整个国家治理体系末梢的底层社会,是社会关系最为复杂多变的领域,也是最为敏感的环节。伴随着中国社会步入转型时期,底层社会的治理与社会治理转型、国家治理体系的现代化、社会善治等相互交织。底层社会治理的理论研究及其实践活动交融相生。推动底层社会治理体系的建构,既是对已有理论研究的总结和反思,也是底层社会治理的现实需要。

Located at the end of the national governance system, the bottom society is the most changeable and most sensitive area. In today＇ s China when the society is undergoing transformation, issues such as governance of the society at the bottom level, transformation of social governance, modernization of the national governance system and sound social governance begin to surface, resulting in interaction be- tween theoretical study and practice of social governance at the bottom level. Promotion of construction of the governance system at the bottom of our society, therefore, is not only a summary and retrospect of exist- ing theoretic research but also the practical necessity of governance at the bottom of the society.
