公私协力视角下社区医养结合养老模式研究——以辽阳市美林园社区为例

Research on the Medical-Nursing Combined Care Mode in Community in the Perspective of Public-Private Partnership——Taking the Meilinyuan Community in Liaoyang As an Example

我国日益加剧的老龄化、高龄化趋势,使发展社区医养结合养老服务刻不容缓。为破解社区老年人医养难题,辽阳市美林园社区在政府宏观政策指导下,基于公私协力原则,在社区建立了养老服务站,并充分利用社区卫生服务中心的医疗功能,实现社区医养结合的养老服务。该模式呈现了医养结合、就近养老的优势,减轻了政府财政负担;当然也存在着医疗水平低、收费较高、政策保障缺乏、发展受限等不足。因而,需要充分发挥政府引导作用,调动非营利机构的积极参与,推动社区医养结合养老模式持续健康发展。

With an ever increasing number of aging populations, it is really a matter of utmost urgency to combine the medical care with nursing in community of the old people. In order to solve the medical-nursing problem in community, under the guidance of the government＇s macro policy, based on the principle of public-private partnership, the Meilinyuan community in Liaoyang has established service stations for elders and takes full advantage of the medicalservices provided by the Community Health Center to achieve medical-nursing combination. This mode is able to guarantee the medical-nursing combination and a neighborhood elderly care, and reduce the financial burden of government at the same time. On the other hand, however, there also exist some problems that cannot be neglected, like low-level but high-charge medical treatment, lack of policy guarantee, and gloomy prospects for development and so on. Therefore, the government should play a leading role and mobilize the support of social organizations to promote the medical-nursing combination in community.
