Perfecting the examination and approval authority division of mining rights of the ministry and provinces, has a vital significance to promote streamlining administration and delegating power to the lower -level governments and society, and to transform government functions. This paper systematically reviews the evolution and adjustment of the examination and approval division of min- ing rights for the ministry and provinces, summarizes valuable experience in management practice, and points out the main problems. On this basis, some policy suggestions are put forward to perfect the examination and approval authority division of mining rights of the ministry and provinces.
