可再生能源示范区发展中的几点政策思考

A Reflection on the Development of the Demonstrative Regions of the Renewable Energy

可再生能源作为中国能源结构的有效组成部分,在促进国民经济低碳、绿色和可持续发展中具有不可替代的作用。文章针对可再生能源发展中可能出现的问题,提出了相应的政策建议。主要包括:完善专项法规和政策配套措施;培育建立可再生能源市场,深化体制机制改革和模式创新;深化电力市场体制改革;坚持技术创新,提供智力支撑;完善融资机制,形成可再生能源多元投资的新格局;强化目标考核与宣传推动,形成发展可再生能源的社会共识。

The renewable energy,as an effective component of China’s energy structure,has an irre-placeable function in promoting low-carbon,green and sustainable development of the national economy. The paper attempts to preliminarily discuss the possible problems that may arise in the establishment and operation process of renewable energy in Zhangjiakou,including the improvement of law and policy,the in-novation of system and mechanism,the financial and intellectual support.It is pointed out that we should improve the relative regulations and policies concerning renewable energy,cultivate and build renewable en-ergy market,deepen the reform of the system and mode innovation,carry on technological innovation,im-prove the financing mechanism for a new pattern of renewable energy investment,strengthen the target su-pervision and promotion to form a social consensus on the development of the renewable energy.
