Local Government Competition,FDI and China's Economic Growth Pattern

基于1993-2012年中国省际面板数据,本文实证考察了地方政府竞争、FDI与经济增长方式之间的关系。研究结果表明:FDI促进了我国经济增长方式由要素驱动型向创新驱动型转变,且对东部地区经济转型的促进效应强于中西部地区;随着时间的推移,FDI对经济转型的促进效应有所增强。但在财政分权背景下,地方政府通过直接或间接干预外商直接投资,阻碍了创新驱动型经济增长方式的形成。

Based on China＇s province panel data from 1993 to 2012,the paper empirically investigates into the impact of local government competition and foreign direct investment on china＇s economic growth pattern under the background of fiscal decentralization.The results indicate that foreign direct investment promotes the economy from the factor-driven economic growth pattern to innovation-driven economic growth pattern,and its promoting effect in the eastern region is greater than that in central and western region. The sub- period regression analysis shows foreign direct investment has more and more significant influence on the economic transformation. But under the background of fiscal decentralization,local government will intervene into the foreign direct investment due to fiscal pressure and political promotion pressure. Local government competition hinder the formation of innovation-driven economic growth pattern.
