在自贸区以市场起决定作用为核心的全面深化改革和国家治理能力现代化的制度创新框架内,社会组织是承接政府职能转变与实现市场自由化的重要内容,对于加快自贸区市场化的进程、承接政府职能的转移、推动自贸区的国际化有重要意义。实践中自贸区社会组织存在诸多的制度障碍,应当充分借鉴国内外的成功经验,建立和完善适应自贸区发展与管理的机制和制度。

In the institutional Innovation of framework of Chinese Free Trade Zone to play a decisive role in market system as the core of the comprehensive deepening reform and modernization of national governance capacity, social organization is an important content to undertake the transformation of government functions and the implementation of market liberaliza- tion, to speed up the process of marketization, to transfer the government function , promote the internationalization of the China （Shanghai） pilot free trade zone There are many obstacles in the practice of social organization in China （ Shanghai ） pilot free trade zone , we should make full use of the successful experience at home and abroad, to establish mechanism and system to adapt to the development and management of the Chinese Free Trade Zone.
