在依法治国和依宪治国的背景下,宪法意识是法治国家建设的社会心理基础,宪法意识的启蒙对于传统社会的现代转型意义深远。宪法意识由主权者意识、权力意识和权利意识构成,使人们能够具备关于国家与公民之间相互关系、公民的宪法定位等内容的正确认知。宪法意识及其启蒙的目标是在全社会范围达成宪法共识,全体社会成员拥有发自内心的对宪法的真诚信仰,能够将宪法所确认的价值作为最高的行为准则并自觉地运用宪法原则和规范指导自己的行为。宪法意识的启蒙需要解决启蒙的内容、启蒙的对象以及启蒙的方式等问题。

Under the context of 'Rule of Law 'and 'Rule of Constitution',the constitutional consciousness is a social psychological basis for a nation's law construction,and its enlightenment has long-term effect for a traditional society w hich is in the transition to a modern society. The constitutional consciousness consists of sovereign consciousness,pow er consciousness,and rights consciousness,w hich enables people to understand the meaning of the relationship betw een nation and citizen and citizens' constitutional status. Furthermore,constitutional consciousness aims at enlightening the people to believe in the Constitution from the bottom of their hearts and meanw hile take the values set by the Constitution as the highest behavior norms. The enlightenment must be practiced constantly,and its primary task is to make clear about its contents,objects,and methods.
